For long-term investors, COP31 is about the financial conditions that will determine how capital is allocated over the coming decade. More than a decade after the Paris Agreement, national climate plans need to translate into credible sector roadmaps, supportive policy frameworks and investable opportunities that, where mandates allow, can support portfolio objectives on risk, return and resilience.
Investors are ready to finance the transition – from clean energy and electrification to climate-resilient infrastructure and nature-based solutions – where the risk-return profile and policy conditions are right. The question is what conditions would channel that capital into the projects and systems that deliver energy security, economic resilience and long-term sustainable growth.
Clear, stable policy, regulatory and fiscal frameworks give investors the predictability they need to commit capital with confidence. At COP31, the priority should be to strengthen those frameworks and to focus on removing deployment bottlenecks and de-risking long-term infrastructure, including grids, storage and flexibility solutions.
That means backing national climate plans with granular sector roadmaps that set out pathways for decarbonising key parts of the economy and are co-developed with finance and industry to reflect real investment requirements. It also means treating investment in adaptation and resilience as a core part of economic development and fiscal planning, embedding resilience into infrastructure, land-use and food systems to reduce future losses and protect assets.
The test of COP31 will be whether it helps turn climate commitments into credible economic and investment plans.
