Our submission to the European Commission aims to help shape the draft Delegated Act simplifying the EU Deforestation Regulation (EUDR) .

In May 2026, after engaging with stakeholders to address concerns, the European Commission published a draft Delegated Act to improve clarity and simplify the EU Deforestation Regulation (EUDR).

The most consequential proposed change is the removal of certain cattle hides, skins and leather products from Annex I.

In addition, the Act introduces targeted amendments to the regulation’s scope, including:

  • Clarifying that waste, used and second-hand products are out of scope.
  • Exempting product samples and goods used for testing, analysis or examination.
  • Expanding scope to include soluble coffee, certain palm oil derivatives and frozen cattle tongues.

These amendments are intended to support implementation of the EUDR ahead of the 30 December 2026 deadline.
