Our submission to UNFCCC on the Belém Mission to 1.5 - focused on the ambition and delivery of NDCs and NAPs.

At COP30 in Belém in November 2025, Parties signalled a renewed focus on implementation through the Belém Mission to 1.5, aimed at supporting the ambition and delivery of nationally determined contributions (NDCs) and national adaptation plans (NAPs). The mission focuses on accelerating implementation, strengthening international cooperation and mobilising investment.

In this context, the Presidency launched this consultation inviting Parties and wider stakeholders to answer the following questions:

  1. What action areas and solutions have the highest impact potential to support the submission, ambition and implementation of NDCs and NAPs. This could include consideration of:
    1. priority solutions and innovations across policies, technologies, practices and investments,
    2. finance, technology, capacity building, and institutional opportunities, and
    3. the most significant barriers.
  2. What is required to further strengthen international cooperation to enhance ambition and enable the effective implementation of NDCs and NAPs?
