IIGCC has produced this summary document, in conjunction with the Association of European Development Finance Institutions (EDFI), as a record of the discussions held at a joint workshop on Emerging Markets and Developing Economies (EMDEs) investment.

On 24th March 2025, EDFI and IIGCC brought together members – asset owners, Development Finance Institutions (DFIs) and Multilateral Development Banks (MDBs) - to identify solutions for more effective collaboration aimed at unlocking capital for EMDEs.

The session acknowledged the potential for greater asset owner and DFI/MDB collaboration, in part due to their shared long-term horizons. The discussion explored the aims of asset owners and then DFIs/MDBs regarding the barriers and solutions to greater collaboration.

Participants shared observations on the current EMDE investment landscape and discussed opportunities for the future, including solutions that would enable greater collaboration and asset owner allocations to EMDEs. These opportunities largely fell into five categories: 

  1. Enhance investment opportunities so that they better address institutional investor constraints
  2. Increase understanding of asset owner mandates and decision-making
  3. Data and reporting barriers
  4. Reduce perceived sense of risk among asset owners and advisors
  5. Engaging key actors
