IIGCC Response to EU on Energy Union and Climate Action Governance

Our submission to the European Commission aims to help shape the upcoming revision of Regulation on the Governance of the Energy Union and Climate Action.  

To help the European Union (EU) reach its 2030 climate and energy targets, theRegulation on the Governance of the Energy Union and Climate Actionhas set common rules for planning, reporting and monitoring.

It also outlines the monitoring mechanism to ensure the EU’s compliance with international commitments under the Paris Agreement and the United Nations Framework Convention on Climate Change (UNFCCC). In September 2024, the Commission published a report on the review of the Governance Regulation. The report evaluated how the Regulation has functioned since its entry into force in 2018.

Following that, in December 2025, the European Commission launched a call for evidence to help shape the upcoming revision of the Governance Regulation, scheduled for publication in the last quarter of 2026. The consultation aims to:

  • Better align the Regulation with Europe’s strategic priorities and post-2030 energy and climate policy framework
  • Support energy and climate investments
  • Further streamline planning and reporting obligations for Member States
