Just transition case study: Border to Coast

As part of our broader just transition work, we are publishing a new case study showcasing how Border to Coast is embedding just transition elements into its wider climate strategy through its Just Transition Overlay.

Border to Coast Pensions Partnership (Border to Coast) is the UK’s largest Local Government Pension Scheme (LGPS) asset pool and pension asset owner. As a long-term institutional investor, its purpose is to deliver sustainable, risk-adjusted returns with an emphasis on ensuring the sustainability of the fund and maintaining stable contribution rates for employers.

Following its commitment in 2021 to achieve net zero financed emissions by 2050 or sooner, Border to Coast published its Net Zero Implementation Plan in 2022.

The plan is structured around four pillars:
  • Governance and strategy
  • Targets and objectives;
  • Asset class alignment
  • Stewardship, engagement and policy advocacy
The approach is aligned with the Net Zero Investment Framework (NZIF) and implements many of the stewardship expectations reflected in IIGCC’s Net Zero Stewardship Toolkit; combining portfolio alignment, active ownership and investment in climate solutions to support real-world emissions reductions while delivering long-term value for beneficiaries.

Within their broader climate strategy, Border to Coast treats Just Transition as an implementation overlay rather than a standalone objective.
