Assessing UK government progress across net zero, nature and finance

This report assesses the UK’s progress in strengthening the foundations for a climate-resilient net zero future. It identifies the five priority areas where government action can help turn climate ambition into investable opportunities at scale. Building on IIGCC’s 2024 UK Call to Action, it highlights where progress has been made and where further delivery is needed to unlock more private capital.

The five critical action areas are:

  • Moving from strategy to delivery through a whole-of-government approach.
  • Strengthening the industrial strategy by aligning public finance, sector priorities and policy delivery.
  • Scaling adaptation and resilience investment through clear resource mobilisation.
  • Operationalising nature markets through coherent policy and market infrastructure.
  • Delivering a supportive financial regulatory framework that enables capital to flow towards climate and nature goals.

The UK has made important progress since 2024, but delivery remains uneven and key barriers continue to constrain investment, particularly around energy costs, policy coherence and the creation of visible, bankable pipelines.

The report sets out practical investor recommendations to help government move from strategy to delivery and strengthen the UK’s position as a leading destination for climate and nature-aligned capital.
